Dr Marat Terterov, Executive Director and Co-Founder of the Brussels Energy Club, explained the Russian perception that if there were a pro-West and pro-American government in Ukraine, there would be a “genuine ri sk that Sevastopol could host NATO vessels.” 156. Dr Terterov said that the EU did not have a strategy towards Russia, but rather strategies for the neighbourhood countries which “de facto” became the Russia strategy 266. Referring to Lisbon to Vladivostok—common economic space: Dr Marat Terterov, Executive Director and Co-Founder, Brussels Energy Club, said that while the idea might “be a bit of pipe dream”, if the EU started to create the perception that it was “trying to move in that direction, I guarantee that it will change the chemistry in our relationship with Russia.”
