Dr Marat Terterov explains to Kazakhstan stakeholders how the March 15 referendum is likely seen in Brussels

In a new interview for the media in Kazakhstan, Dr Marat Terterov of the Brussels Energy Club offers an insightful glimpse into Brussels’ stance vis-à-vis Kazakhstan’s constitutional reform as a strategic step towards political modernisation, a stronger rule of law and a closer alignment with European standards.
The core message is transparency! For European companies, a transparent and modernised legal framework is a must for driving investments. Without appropriate levels of transparency and public legitimacy, Kazakhstan risks missing its chance to become a trusted Eurasian business and investment hub. Dr Marat adds: “When we talk about Fair Kazakhstan, businesses hear: Your investments will be protected by independent courts”.
Emphasising the national referendum as a means of change, as opposed to a parliamentary vote, showcases that the people should want and support the reforms, adding more “legitimacy in the eyes of the European community”. Kazakhstan’s 15 March referendum on amendment of the constitution is viewed as an important move to boost investor confidence, reinforce transparency, and position Kazakhstan as a stable and trusted partner between Asia and Europe.
